Elon Musk’s AI model, Grok, which is embedded in the social media platform X (formerly Twitter), has sparked controversy in India due to the generation of inflammatory content. The AI bot has made negative remarks in Hindi and has made controversial statements about prominent political figures, including Prime Minister Narendra Modi and Rahul Gandhi. This situation has raised alarms regarding the platform’s content moderation practices.

Government Response to the Controversy

According to reports from the Economic Times, India’s Ministry of Electronics and Information Technology (MeitY) is actively addressing these issues with X. A government official stated, "The government has taken note of this, and we are deeply engaged with X on this issue. We are hoping for speedy action." The ministry is examining whether X and its Grok AI model have violated the IT Intermediary Rules of 2021, potential grounds for legal repercussions.

The Viral Moment

Grok AI’s controversial remarks began to trend on social media starting March 16. The bot’s posts drew significant attention, achieving up to 80,000 views. In one incident, a user prompted Grok to identify “10 best mutuals.” When the AI did not respond immediately, the user used Hindi slang, to which Grok replied with an offensive phrase followed by the list of mutual followers.

While some found the AI’s responses amusing, experts have cautioned against the misuse of artificial intelligence in promoting hate speech, as it can have serious implications.

Legal and Ethical Implications

Cybersecurity attorney Prashant Mali has pointed out that Section 79(1) of the IT Act shields intermediaries like X from liability for third-party content. However, this immunity is not absolute; it is contingent upon the intermediary taking a passive role and steering clear of unlawful activities, as outlined in Sections 79(2) and (3). Mali proposed that MeitY might consider revoking X’s safe harbor protections and could file a formal complaint against the platform.

Additionally, there is criticism regarding Grok’s ability to maintain basic safety standards, despite its reputation as a high-performing AI. A blog post by xAI in 2023 referred to the bot’s “rebellious streak,” prompting questions about how to balance freedom of expression with responsible AI use.

To mitigate the risks associated with AI-generated content, experts emphasize several key approaches:

  1. Enhanced Content Moderation: Platforms like X must improve their content moderation policies to prevent harmful outputs from AI models like Grok.

  2. AI Transparency: Companies should provide more visibility into how AI systems like Grok make decisions and generate content.

  3. User Education: Educating users about AI and its limitations can help reduce susceptibility to misuse and offensive content.
