Is the UK Government Truly Embracing AI? I Can Demonstrate Why That's Nonsense

Exploring the Misadventures of AI in Government

In recent weeks, there have been amusing and eye-opening moments within the tech and political arenas. One cringe-worthy instance involved Donald Trump’s childlike wonderment when he encountered the dashboard of a Tesla on the White House lawn, exclaiming, "Everything is computer." In another event, UK politician Keir Starmer, addressing an audience in Hull, boldly proclaimed that advancements in artificial intelligence (AI) would eliminate waste and slim down the civil service.

A Closer Look at AI in Government

However, recent reports suggest that such optimistic predictions may be misplaced. After gaining access to internal communications via freedom of information (FoI) laws, it became clear that the AI revolution discussed by government officials might not be as transformative as claimed. The insights I collected involved interactions between Peter Kyle, the UK Technology Secretary, and the AI tool ChatGPT. Surprisingly, this exploration unveiled a lack of depth in understanding AI’s capabilities and limitations.

Kyle’s Initial Queries to AI

The dialogue revealed some rather basic queries Kyle posed to ChatGPT. For instance, he wanted to know which podcasts could broaden his public reach. While seeking information about audience sizes of recommended podcasts seemed practical, it was also something that could have been quickly found through a simple internet search. This raises concerns about the reliability of AI, particularly regarding its tendency to produce "hallucinations," or incorrect information. These results can lead to misinformation if relied upon too heavily.

Challenges Facing UK Small and Medium-Sized Businesses

Kyle further inquired about the slow uptake of AI in British small and medium-sized businesses (SMBs). The insights provided were more generic outcomes of pre-existing issues rather than innovative thoughts. ChatGPT noted complications such as data protection laws affecting the growth of AI technologies and many SMBs being uninformed about available tools. Such observations are not groundbreaking and seem rather elementary for a government official to explore with an AI tool.

Critiques from Observers

Many observers have reacted with skepticism about Kyle’s approach. The general sentiment among critics is that a minister with access to experts in a tech department should not be relying on AI for straightforward answers. This raises questions about the efficiency of human resources in the civil service versus relying on AI for policy advice.

Depth of AI Understanding

Interestingly, Kyle had more success when asking ChatGPT to explain complex scientific terms, which shows its value in simplifying difficult subjects. However, what stands out is the alarming necessity for the technology secretary to seek help on definitions of topics he should already have a solid grasp of, like digital inclusion.

Limited Application of Generative AI

Surprisingly, the nature of Kyle’s interactions with ChatGPT was quite thin considering his prior public enthusiasm for AI. The choices of questions indicate a certain level of superficiality in pursuing a groundbreaking AI revolution for both governance and the economy.

Promising AI Opportunities

Despite the questionable use of AI in some governmental contexts, there remain substantial opportunities for integrating AI to benefit the public good. AI has the potential to analyze complex datasets for insights, facilitate drug discovery, and generate deep research findings that could contribute valuable knowledge.

The significant mismatch between the government’s rhetoric about AI and its practical application leaves much to be desired. It seems that, while there are potential benefits to harnessing AI, the current utilization reflects more of a novelty than a liberating tool set to revolutionize policies and practices. The onus now lies on government officials like Kyle to elevate their understanding and application of AI, perhaps with some help from ChatGPT.
